Notable Findings
In February 2023, the campaign paid $3,958.50 to Horovitz Tilley LLC, a Maui law firm, recorded as "Legal Service Payment - Election Lawsuit." This follows Lee's November 2022 council election win, suggesting a post-election legal challenge. The nature and outcome of the lawsuit are not disclosed in the CSC filing.
Wailea Resort Development LP contributed $2,000 (Sep 28, 2024). On January 30, 2025, the campaign refunded it: "Refund for a check under the incorrect Company Name. Reissued under Ledcor." Ledcor Development LP (listed as CA) separately contributed $2,000 on November 2, 2024. This confirms Wailea Resort Development LP and Ledcor Development LP are the same entity. Ledcor is a Canadian construction company (Vancouver, BC). Sugimura's campaign returned the same Wailea Resort Dev LP contribution as a foreign entity — Lee accepted the reissued Ledcor contribution.
A coordinated real estate and hotel industry donor bloc gave to both Alice Lee and Yuki Lei Sugimura in the same 2024 election cycle. Common donors include: Everett Dowling ($2,000), Jack Dowling ($1,000), Mei Lee Dowling ($2,000), Jonathan Kindred ($2,000), Stephen & Tamar Goodfellow ($2,000 each), Hawaii Realtors PAC ($2,000), Lanai Resorts LLC ($2,000), MTP Operating Co. LLC ($2,000), Alex Fielding CEO CA ($2,000), Ledcor Development LP ($2,000), Marriott International PAC ($1,000), Hawaii Hotel Alliance ($1,500), Maui Hotel & Lodging Assoc PAC ($1,000), and others.
James and Tiffany Stenger each contributed $985.48 in-kind (Oct 2, 2024) described as "In-Kind Contribution for Fundraiser" — a September 21, 2024 fundraiser event that benefited multiple council candidates. The same couple (listed as Jason & Tiffany Stenger) made identical in-kind contributions to Sugimura's campaign in the same period.
Lee has not filed to run for re-election in 2026, leaving the Wailuku-Waiheʻe-Waikapū seat open. The 2024-2026 cycle shows only $1,050 in contributions (three donors: Ginoza $500, Arakaki $200, Horikawa law office $250) and primarily maintenance spending — bank fees, a few ads, and a reissued check. Her $25,519.02 cash on hand remains as a committee balance.
